This addendum to a Task Order Solicitation for the Potrero Canyon Pacific Coast Highway Pedestrian/Bicycle Bridge Project provides answers to consultant questions regarding project requirements, references, budget, and deliverables, and includes two reference studies from 2016 and 2018 evaluating pedestrian crossing alternatives. The 2016 feasibility study concludes that a bridge crossing is the most feasible option among four alternatives evaluated based on cost, constructability, permitting, and safety factors.

This feasibility study evaluates four alternatives for a pedestrian crossing between Potrero Canyon Park and Will Rogers State Beach across Pacific Coast Highway: improving the existing trail to Temescal Canyon Road, an at-grade crossing, an underground crossing, and a bridge crossing. The study concludes that a bridge crossing is most feasible based on factors including constructability, safety, permitting requirements, and stakeholder approval.

The California Coastal Commission approved Amendment 5-91-286-A13 on July 14, 2022, authorizing the City of Los Angeles to construct a 1,500-foot ADA-compliant public access path into Potrero Canyon Park with associated drainage, fencing, signage, and temporary irrigation systems. The amendment includes conditions requiring the park to operate as a public facility with specified recreational uses, landscaping and habitat restoration plans, and monitoring programs.

The California Coastal Commission approved an amended permit for the City of Los Angeles Department of Recreation and Parks to modify Phase III of the Potrero Canyon fill project in Pacific Palisades, including changes to the canyon floor height, road configuration, riparian restoration area, and buttress fill design.
