Mayor Karen Bass issued Emergency Executive Order No. 9 on July 30, 2025, prohibiting the City of Los Angeles from accepting or processing applications under Senate Bill 9 for urban lot splits and two-unit developments within Very High Fire Hazard Severity Zones in the Palisades Fire area, consistent with the Governor's Executive Order N-32-25.
